If I understand correctly you are looking for an npc that gives you the quest to allow you wearing level 3 wings. It's Priest Devin, he's standing outside the Lorencia bar. Before he'll give you the quest, you need to finish Marlon's quest (he's in atlans). You might have trouble getting into barraks, but all you have to do is to type "/warp barraks" in chat. and to avoid problems with 3 quest it says 1 x items in first part i think but to avoid that just buy 3 of each and that should pass you to next stage of 3 quest or basically to 2/3 part
