You have just to evolve your character to the 3rd level... then when you lvl up you should have like a blue aura and you will get the points.

Master is right but the true way to get them is to lvl up to lvl 500 then keep leveling up and that will give you Mastering Points but it takes realy long so i advise to leave char afk for the night on some spot which is not occupied usually but still get good lvl
